Can a smart prepaid meter work without internet?

Yes. smart prepaid meter (app recharge, remote disconnect, RS485/RF) supports local RS485 / RF comms; GPRS is optional for remote cloud access. Even without network, the app can talk to the meter over local RF / BLE.
